Active Directory allows for the automatic inheritance of permissions and authority to make changes to sub groups within Organization Units. It’s also flexible enough to allow the over-riding of that inheritance on any single attribute or setting. Usually this is done when you need more restrictive control over a child container than a parent, but it can also be the case of where the child containers need to have special permissions applied.
